Bees in accessible places
Bees do not always build their hives in awkward places that you can't reach. Although height is a big factor when it comes to the safety of the colony, bees will sometimes build their hive close to the ground if they perceive the location to be peaceful and close to food and water. This is why you can sometimes see bees flying in and out of a water meter or an electricity box.
Electricity boxes are seldom disturbed by people and then only to read the meter, which happens once every few months allowing the bees ample time in which they can build a large amount of honeycomb and brood comb. Once they have settled in and have a regular supply of food and water and are left uninterrupted the colony can expand quite quickly.
Bees in watermeters and electricity boxes need to be removed as soon as they are discovered. The comb and any honey that they make usually will not damage the surroundings but it can happen that if there is any heat the honey and the wax will melt and run into the workings of the meter in question. If the bees are in an electricity box, you may experience unexplained electricity interruptions and do run the risk of fire.
